Aidas Gedvilas has acquired an "invisible" debt of property worth 200 thousand euros

In January 2025, two real estate properties belonging to the company “Soltekana” were transferred to the personal ownership of A. Gedvilas: commercial premises of more than one hundred square meters in the center of Šiauliai, where the “Gintarinė vaistinė” pharmacy operates, and the majority of an almost four-hectare plot in the Aukštadvaris Regional Park. The documents of the Register Center indicate the same basis for the transaction in both cases – debt settlement.

However, in the documents analyzed by 15min Investigations and “Siena,” no data was found explaining when, how much, and on what basis such a company debt to the politician could have arisen. It is not visible in either A. Gedvilas’s asset or private interest declarations.

Daiva Čibirienė, president of the Lithuanian Association of Accountants and Auditors (LBAA), who reviewed the information collected by journalists, called it a possible “artificial structure” and added that law enforcement should be suspicious of it.

“Red flags are flashing. And, first of all, this should be relevant to the Tax Inspectorate and the Financial Crime Investigation Service because we are talking about possible money laundering,” said the expert.

Member of the Seimas “Nemuno aušros” faction A. Gedvilas refused to explain to journalists under what circumstances this debt appeared in his son’s company. The parliamentarian called questions about his declared assets and loans “irrelevant” to the public.

“I am not going to explain anything to anyone. We have clarified enough. I have work, a beautiful summer time, and probably there is no point in returning,” A. Gedvilas told 15min.

The question of how the debt appeared in the company to the politician was also not answered by A. Gedvilas’s stepfather Kostas Zubavičius, who led the company last year.

“There are accountants for that, and leave the grandfather alone,” he said.

Company assets – in the politician’s hands

This is not the first time journalists have raised questions about A. Gedvilas’s family assets and their connections with the company “Soltekana,” owned by his son.

In 2016, “Soltekana” received nearly 1.5 million euros for the sale of two gas stations to “Jozitai.” This transaction and the assets later in the hands of the Gedvilas family were already examined in a previous “Siena” investigation. This year, after the publication of the latest information, law enforcement started a pre-trial investigation into possible illegal enrichment, and the company began liquidation.

Now another significant increase in A. Gedvilas’s assets has become clear, the source of which is the same company “Soltekana,” owned by the politician’s son Kristijonas Gedvilas. The company, which in 2025 reports stated it was engaged in real estate rental and management, was left without real estate after transactions with A. Gedvilas.

The first “Soltekana” property transferred to A. Gedvilas was commercial premises on Vytauto Street in the center of Šiauliai. This property has been in the hands of the Gedvilas family for more than three decades.

Back in 1994, A. Gedvilas purchased two residential apartments here, which he sold a few years later to his controlled company “Aidma.” According to the Register Center, the company paid the politician about 180 thousand litas (52 thousand euros) for them.

Later, “Aidma” merged the apartments, changed their purpose to commercial, and in 2015, during A. Gedvilas’s and his first wife’s divorce, sold them to “Soltekana,” controlled by the politician’s son. The transaction price was about 57 thousand euros.

“Soltekana,” having taken over the premises, rented them to “Gintarinė vaistinė,” so this real estate generated rental income for the company for many years.

The second “Soltekana” property was quite different – an almost four-hectare plot with old homestead buildings in Žuklijai village, Aukštadvaris Regional Park.

According to the Register Center, this property was purchased in 2022 for nearly 160 thousand euros in a single transaction by three buyers – “Soltekana,” A. Gedvilas, and his wife Andželika Gedvilienė. The data does not reveal the exact share of the purchase price paid by each of them.

However, other financial data suggest that the largest part of the investment went to the company. That year, the declared real estate value of A. Gedvilas and his wife increased by about 17.5 thousand euros each, while the value of “Soltekana’s” long-term tangible assets was nearly 154 thousand euros.

Less than three years later, the part of the plot belonging to “Soltekana,” together with the commercial premises in Šiauliai, ended up in A. Gedvilas’s personal ownership, and the company, as shown by its financial statements, was left without real estate. The value of “Soltekana’s” long-term tangible assets dropped from about 194 thousand euros to zero.

Register Center data also reveal another important detail: A. Gedvilas did not pay the company for these real estate properties – “Soltekana” transferred them to the politician as debt settlement.

Undeclared debt or artificial structure?

There are no hints about a loan receivable from A. Gedvilas in any asset declarations since 2019, when he worked in the Vilnius City Council. Such a financial connection is not mentioned in the private interest declarations submitted to the Chief Official Ethics Commission (VTEK), and according to the Tax Inspectorate, the company did not declare any loan received from A. Gedvilas.

The State Tax Inspectorate confirmed to “Siena” that state politicians and officials must declare loans received and granted exceeding 1.5 thousand euros in their annual asset declarations.

LBAA president 15min D. Čibirienė said that the Tax Inspectorate should check where this debt came from and whether it was real at all.

“With such information, red flags should light up at the VMI, indicating that we need to check this person’s finances – whether possibly undeclared loans should have been declared, whether these were loans or obligations under civil service contracts, and whether those obligations were real,” said D. Čibirienė.

However, the expert, assessing the circumstances of the company’s asset transfer to A. Gedvilas, suspected that this might be an artificial structure aimed at financial gain.

“When you see such a structure, you understand that it is artificial (…) Artificial structures are created to get more money, to avoid paying taxes, or to get more money,” she commented.

A. Gedvilas: “An irrelevant question to the public”

Journalists first asked the politician about “Soltekana’s” debts back in February this year, but at that time the parliamentarian did not go into details.

“Since one of the parties is not a public person, I cannot disclose the details of this transaction, and I will declare the mandatory operations when the deadline comes,” A. Gedvilas told “Siena.”

After the latest “Soltekana” financial statements were published this year, which also did not explain the mutual debts between the company and the parliamentarian, “Siena” again asked A. Gedvilas to explain the origin of the debt and the validity of the transaction.

However, this time the politician refused to provide any comments. The only reason for refusal was that the questions were asked by “Siena” journalists.

“Since you presented the information in a biased and incomplete, but tendentious way, I have no comment for you,” said A. Gedvilas.

The same questions were attempted by 15min, but the politician again said he would not comment. This time he gave another reason – that questions about his declared assets and loans are “an irrelevant question to the public.”

Declaration – only part of the asset increase

After the transfer of “Soltekana’s” assets, the declared value of A. Gedvilas’s real estate changed. However, the change was much smaller than one would expect considering the assets transferred to the politician.

In the 2025 declaration, A. Gedvilas indicated a real estate value about 70 thousand euros higher than the previous year.

The average market value of the commercial premises transferred from “Soltekana” in the center of Šiauliai, according to the Register Center, may reach about 85 thousand euros. Besides them, the politician also received a part of an approximately 3.5-hectare land plot in Aukštadvaris Regional Park, for which the company and A. Gedvilas paid nearly 160 thousand euros a few years ago.

However, the value of land plots declared by A. Gedvilas did not change at all compared to previous years.

Therefore, it is not clear from the politician’s declaration how the entire property taken over from “Soltekana” was reflected.

During the FNTT investigation – company liquidation

In March this year, in response to the “Siena” investigation about A. Gedvilas’s purchase of a luxury residence in Vilnius, in the prestigious Valakampiai microdistrict, the General Prosecutor’s Office announced the start of a pre-trial investigation into possible illegal enrichment.

According to data collected by journalists, the company “Aidma,” controlled by A. Gedvilas and trading in fuel, financed the construction of a luxury residence where the company’s office was supposed to operate, but it eventually ended up in the hands of the Gedvilas family.

According to the prosecutor’s office, the investigation was launched to determine “whether the actions of Member of the Seimas Aidas Gedvilas and responsible persons of a private limited company in acquiring and transferring a part of real estate in Vilnius involved any criminal activity.”

Soon after the news about the start of the pre-trial investigation, the Gedvilas family began liquidating two companies featured in the “Siena” investigation – “Aidma” and “Soltekana.”

A. Gedvilas claims he has not violated any laws. However, the parliamentarian did not answer a large part of “Siena’s” questions related to the origin of his and his family’s assets.
