He completed art history studies at Vytautas Magnus University and cultural history at the University of Turku in Finland. Since 2006, V. Petrulis has been lecturing at Kaunas University of Technology.

The term of a member of the State Cultural Heritage Commission lasts four years.

The State Cultural Heritage Commission consists of 12 members. Two of them are appointed by the President, four by the Seimas upon the recommendation of the Culture Committee, another four by the Prime Minister upon the recommendation of the Minister of Culture, and two members are elected by associations whose activities are related to the search, preservation, and promotion of cultural heritage.

This commission is an expert and advisor to the Seimas, the President, and the Government on matters of state cultural heritage protection policy, its implementation, evaluation, and improvement. The commission is accountable to the Seimas.
