The project proposes to abandon the change of workplace for customs officers (except for post chiefs and their deputies). The project authors base this decision on the aim to improve their working conditions and ensure greater stability, according to the service’s statement.
According to STT, the current procedure flexibly sets the customs officers’ rotation model, while the project authors do not justify why it is impossible to improve their working conditions in other ways.
STT also notes that completely abandoning rotation may reduce the management’s ability to preventively manage corruption risks.

“The Lithuanian Customs plays an important role in ensuring the implementation and control of the European Union sanctions applied to Russia and Belarus. The application of sanctions regimes increases the risk of illegal movement of goods and sanctions evasion, therefore, according to STT’s assessment, there is currently an increased need for strong anti-corruption measures in the customs system,” the statement says.
Liberal member of parliament Vitalijus Gailius said in mid-May that he had no answer to the question of whether the removal of rotation in the project happened accidentally or to eliminate such an anti-corruption tool.
Amendments to the Customs Law, which, among other things, aim to ease the requirements for candidates for customs managers by abandoning statutory experience, were submitted by the Parliament’s Budget and Finance Committee.
