According to her, Minister Edvinas Grikšas signed the order providing for this, and V. Bitinas will start his duties on September 10.
In July, BNS wrote based on sources that V. Bitinas won the competition for the head of the Register Center.
As stated in the press release of the Ministry of Economy and Innovation, until now V. Bitinas held the position of Technology Director at AB “Lietuvos geležinkeliai”, and was also a member of the boards of AB “Regitra” and UAB “LTG kompetencijų centras”. V. Bitinas will start his duties as the head of the Register Center on September 10.
“The Register Center manages extremely important data, so the most important priority of the new head is to ensure the highest level of their security and reliable operation of information systems. It is necessary to strengthen technological protection measures, system resilience, and continuously assess risks. At the same time, we expect technological renewal of the Register Center, modern, secure systems, and quality services for residents and businesses from the new head,” says the Minister of Economy and Innovation Edvinas Grikšas.
The new head of the Register Center has more than 20 years of leadership and technology management experience. Since November 2022, he has held the position of Technology Director at AB “Lietuvos geležinkeliai”, coordinating IT, digitization, technical development, energy, and technology areas. Since January 2026, he has also been a member of the board of AB “Regitra”, responsible for digitization, IT, and cybersecurity, and since June 2025, a member of the board of UAB “LTG kompetencijų centras”.

“As the new head of the Register Center, I will primarily seek to strengthen public trust in this institution and its services. Data security and reliable system operation are especially important for this. We must ensure the highest standards of data protection and cybersecurity, strengthen system resilience, and be prepared to respond quickly to possible threats. This will require not only technological solutions but also a strong team, clear processes, and close cooperation with responsible institutions. I will strive for the Register Center to be an efficient, responsible, and trust-earning organization,” says V. Bitinas, elected as the new head.
Previously, V. Bitinas led strategy and development areas at UAB “EPSO-G” and AB “Lietuvos pašte”. There, he was responsible for strategic management of corporate groups, implementation of strategic projects and programs, risk management, IT, and organizational development. At “Lietuvos pašte”, he also led the IT department and implemented an automated parcel sorting program.
V. Bitinas holds a master’s degree in computer engineering from Kaunas University of Technology.
