“We are on the threshold of a new, very active political and diplomatic season. The break in Europe and the world is ending. There was no break in Ukraine. We, as before, continue to work with maximum effort. However, the break is ending for our partners, and we are ready to immediately take on tasks related to ending the war and achieving a just peace,” said A. Sybiha.
As the foreign minister explained, the priority is preparing for winter and protecting the energy sector. First of all, efforts are being made to obtain the necessary equipment, transformers, and generators.
At the same time, the protection of Ukraine’s airspace and strengthening the air defense shield depend on the available air defense means.

“We are working with the capitals of those countries that have the resources we need. Primarily, these are PAC-2 and PAC-3 missile interceptors for the Patriot systems. This is very complicated. We are literally fighting for every missile. But I believe we are moving forward. We are making progress, and our partners hear us,” emphasized A. Sybiha.
The minister recalled that Ukraine needs at least 300 missile interceptors to survive this winter.
He added that “the winter statistics and arithmetic have been passed on to our partners.”
“We have preliminary data, as well as, you know, appropriate signals, so we do not stop,” said A. Sybiha.
Anti-ballistic sanctions
According to A. Sybiha, after every Russian missile strike on Kyiv, the occupiers must feel the impact of sanctions.

“Currently, the 22nd sanctions package is being prepared. Its adoption requires a consensus decision. We are working on the 22nd package, which, I hope, will be one of the most powerful in terms of its destructive impact on the Russian economy and the Russian defense industry,” said A. Sybiha.
At the same time, he spoke about Ukraine’s initiative, on the basis of which another mechanism was agreed upon.
“After each strike, very quickly, literally immediately, a sanctions package against Russia must be adopted that would further affect the banking system and the economy, limiting their ability to obtain technologies. We called this the anti-ballistic sanctions package. It should be aimed at the entire ecosystem related to the production of missiles, especially ballistic ones, in Russia,” emphasized A. Sybiha.
The minister noted that, unfortunately, it is no secret that the Russians have increased their capacities. Therefore, the current task is to take these capacities away from Russia and prevent it from further increasing missile production.
The diplomat added that after the meeting with President Volodymyr Zelensky, all Ukrainian ambassadors received instructions to actively pursue the introduction of anti-ballistic sanctions.
“We are talking not only about Europe but also about other partners: Canada, Japan, the United Kingdom, Australia, and others,” said A. Sybiha.
Shortage of “Patriot” missiles
Ukraine faces a significant shortage of “Patriot” missile interceptors, so experts warn of a serious threat to infrastructure as winter approaches.
Ukraine, together with other European countries, is also developing the “Freya” anti-missile system, which should become a cheaper and more widely available alternative to the “Patriot” air defense system.
