“I welcome the agreement of the member states on an exception for Ukraine to purchase key products for the Patriot air defense systems,” said European Commission President Ursula von der Leyen.
She stated that this step will allow Kyiv to use another part of the €3.2 billion loan “to better protect its skies from reckless Russian attacks.”
Under the EU loan conditions, Ukraine must first spend this money on European-made weapons.
Kyiv claims that the Patriot system is the most effective at shooting down Russian ballistic missiles.

Moscow has intensified deadly strikes on Ukraine as Kyiv has begun more frequent attacks on infrastructure deep within Russian territory.

Defense ministers of countries supporting Ukraine are scheduled to hold talks later Tuesday on strengthening Ukraine’s air defense.
The United Kingdom (UK) announced on Tuesday that it will also allocate £100 million (€116.4 million) to strengthen Ukraine’s air defense capabilities this winter. The package will also include Patriot system missiles.
