A resident of Klaipėda, Edvardas, contacted the news portal VE.lt, who recorded how the area near Stonės Street is being intensively maintained.

According to the resident, the shores of the quarry are being dug and filled, and the water body itself seems to be pushed closer to private plots. Allegedly, this may be creating conditions to set up private beaches.
“The action is taking place near the former quarry located along the road between Trušeliai and Mazūriškiai. Residents whose plots are closer to the water have started setting up private beaches. It is becoming increasingly difficult for other residents to access the water body. This has been going on for several years,” said Edvardas.
According to him, the water used to be much further from the boundaries of private plots in some places, but over time the shores began to be excavated.
“Based on the aquatic vegetation, you can see where the old shore was. Now, in some places, the water is much closer to the plots,” said the resident.
Access is restricted
Edvardas also drew attention to the latest works. According to him, the owner of one corner plot allegedly completely filled in the access to the water, as well as part of the protective road railing.
“A separate entrance from the road has been arranged, although it is obvious that this is state land. I don’t know, maybe there is some exception,” pondered the Klaipėda resident.
The resident questions whether plot owners can arbitrarily change the quarry shore, fill soil, create new accesses, and thus restrict other people’s ability to reach the water body.
This question is especially relevant because the number of residents in the Trušeliai and Mazūriškiai area is increasing, and the water bodies are becoming one of the few places where people can spend their leisure time.
Private water body
Upon inquiry by the VE.lt portal, it turned out that the water body itself and the area around it are private. According to preliminary data, the quarry itself is jointly owned by 8–9 owners who own residential properties near the quarry. The area where the earthworks are taking place is also private.
The situation was commented on by Ernesta Badalova, head of the Public Relations and Cooperation Department of the Klaipėda District Municipality Administration.
The information she provided shows that the municipality and the Sendvaris eldership were not and should not have been informed about the current works.
“Both the quarry is private, and the plots where the works are taking place. A permit for excavation works is issued only in public spaces, places for public use,” said E. Badalova.
So it becomes clear that the water body, which locals considered public, as well as the land next to it, is private, and until now free access to the Trušeliai quarry was ensured only by the goodwill of the owners.
It seems that private ownership is legalized and practically the owners can not only carry out works on their plot but also completely block access to their private property.
