Utenization is gaining momentum: scientists announce that there is no way back

At that time, it was still believed that the symptoms of utenization were temporary and curable. It was expected that residents of Vilnius or Kaunas, who came to Utena for the weekend and spent an afternoon on one of the many lake shores, would later voluntarily return to the big city routine. However, recent observations have caused specialists to worry. It turned out that utenization triggered significant and irreversible changes both in the city of Utena itself and in the public consciousness. Symptom No. 1 – A new sense of time

One of the most striking signs of accelerating utenization is a disturbed sense of time and distance. For big city residents, it is common to measure distance not in kilometers but in hours spent in traffic jams. This method of measurement does not work in Utena. Here, kindergarten, school, work, park, stadium, or lake shore can often be reached within a few minutes. Because of this, some newcomers feel an excess of time during the first weeks. There is no doubt that due to actively maintained city streets and neighborhoods and the rapidly expanding network of pedestrian and bicycle paths, this trend in Utena will only strengthen.

Utenization not only provides more time. It also creates a sense of security – knowing that essential services are nearby. In recent years, many schools and kindergartens have been modernized, and renovation work has been carried out in healthcare and social service institutions. The rule is simple – the city must be convenient for a person not only when they relax in the park but also when they need attention and care.

Symptom No. 2 – Reclaimed love for nature and leisure

A few years ago, Utena specialists recorded a paradox: the city had parks and lakes, but public spaces lacked investment in recreation and entertainment infrastructure. Today, the situation has changed significantly. The largest and greenest Vyžuonos Park in Utena features a picnic and grill area, a disc golf course, a modern children’s playground, sports fields for various disciplines, chess, checkers, and table football tables, training areas, pedestrian and bicycle paths, and an amphitheater. This summer, Vyžuonos Park was supplemented by another active leisure space – an adventure park. It has climbing trails suitable for both children and adults. Construction work is also underway for a new paddle court, and this year, construction of BMX, skateboarding, and parkour areas is planned. Significant changes are also noticeable on the shore of Lake Dauniškis. Not long ago, a cozy café “Pakrantės terasa” opened here, inviting visitors to enjoy new flavors with a view of the lake. During the warm season, Utena residents enjoy musical performances of the illuminated fountain, walks along the path around the lake, concerts of the “Water Music” festival, and those not attracted by quiet leisure can choose active water entertainment at the nearby cable park “Wake Zone Utena”.

Utenization is also strengthened by creative initiatives. The Contemporary Art and Creativity Space “Rapolas,” decorated with paintings, buzzes with creators: graphic and textile designers, scenographers, photographers, creators of art installations, film – music – sound creators and performers. It houses an exhibition – gallery and event hall, creative workshops, and educational activities for children, teenagers, and adults. The city is unique for its street art route, which this year was supplemented by an impressive 90-meter-long street art piece encoding the everyday life and personalities recognizable to every Utena resident. During the “Paint Jam” initiative, 15 Lithuanian artists created the mural, turning the wall in the Sand Quarter into a living open-air street art gallery. Experiential education is also increasing in the city and district: during educational sessions at the Utena Regional Museum, one can travel back to the times of the press ban, learn about Baltic culture and its symbols, create original ornamental compositions, and participate in other creativity-promoting experiences. It is a pleasure to go on educational hikes with naturalist Giedrius Širka, and with ornithologist Ingrida Lagunavičienė, to get closer to local wildlife.

Researchers have not yet agreed on what drives utenization more: the revived public spaces of Utena, new active leisure opportunities, creative initiatives, or the characteristically short distances in Utena. However, everyone agrees on one thing – the city, which previously lacked activity, is increasingly pulsating with life.

Symptom No. 3 – Desire to move more actively

Another consequence of utenization is residents’ determination to move and exercise more, especially since the necessary infrastructure is actively being modernized in Utena (the Dauniškis Gymnasium sports field has been renovated, the basketball court in the Sand Quarter reconstructed, a new outdoor paddle court installed near Vyžuonos Park, etc.). Reconstruction of the Utena multifunctional sports center pool has also begun. The renovated complex will feature SPA areas with whirlpools, massage and children’s pools, and four different saunas. The updated pool infrastructure will be adapted for people with disabilities, and a 95-space parking lot is planned nearby. Changes are also being designed and planned soon at the Utena “Utenis” stadium. After reconstruction, it will have a sports training and wellness center.

Perhaps the most obvious expression of sports-related utenization this year is the historic achievement of the Utena “Juventus” basketball club. The team, overcoming the most famous big city clubs, reached the Lithuanian Basketball League final and became the country’s vice-champion. According to scientists, after such events, Utena residents experience collective pride, and residents of other cities have an involuntary desire to check how much housing costs in Utena.

Symptom No. 4 – Lakesophical worldview

In the Utena district, surrounded by Aukštaitija National and Labanoras Regional Parks, there are as many as 186 lakes. Four of them are in the city itself. Even more water bodies and their shores are adapted for recreation: currently, eleven recreation and camping sites near the most scenic district lakes and the Šventoji River are being renovated. They include paths, children’s playgrounds, piers, viewpoints, gazebos, tent zones, campfires, and bicycle racks. Shore infrastructure is being created according to universal design principles so that people with disabilities can also use it.

To deepen utenization, the idea of “Gateway to Aukštaitija National Park” is being developed in Tauragnai, and in Tauragnas, the deepest lake in Lithuania, visitors are invited not to forget to take a ride on a pleasure boat. In Sudeikiai near Alaušas, rest zones, exercise equipment, sports fields, and walking paths are already in operation, cultural events and water sports competitions take place. The café “Bonanza 2.0” has also opened here, inviting visitors to enjoy unique flavors and an unforgettable view of the lake.

There is no doubt that the lakesophical worldview will remain one of the most important and easily recognizable symptoms of utenization in the future.

Symptom No. 5 – New opportunities to work and earn

Until now, utenization was mostly associated with a calmer life, nature, and time for oneself. However, new data indicate positive economic changes. In March 2026, the establishment process of the 20.5-hectare Utena Industrial Park was officially completed. It will have infrastructure necessary for manufacturing companies: access roads, electricity, water, sewage, and gas networks, plots prepared for investments.

It is estimated that the Utena Industrial Park project could help attract more than 50 million euros in investments and create more than 300 new jobs. Researchers call this stage of utenization the “return reason effect.” Its essence is simple: when more professional opportunities arise in one’s hometown, a person who has left begins to say not “maybe I’ll return someday,” but “why not now?”

Active measures to attract and support doctors, police officers, and students are already applied in Utena today. Financial incentives, assistance in purchasing the first home, and the possibility to pay for residency studies are provided for doctors. Scientists point out that this is especially dangerous for big cities. It is increasingly difficult to convince a person who can find a good job in Utena, a respite in nature by the lake, all necessary services and entertainment, and most importantly – more time for family, that two hours a day in traffic jams is a sign of a successful life.

Youth is not resistant to utenization either

It was previously thought that a young person is best retained in the city by an event designed for youth by adults. In Utena, a more radical method is being experimented with – youth are trusted here. Young people are involved in decisions, their ideas are discussed in the Youth Affairs Council, and initiatives are given the opportunity to turn into real projects. One of the city’s festival days is traditionally dedicated to youth activities, and students themselves organize festivals and other events that engage the city.

Soon, after purchasing contractor services, construction of an Open Youth Space in the center of Utena will begin. Next to the city garden, a modern open youth space responding to youth needs will appear, where lectures, creative workshops, discussions will be organized, all necessary social, pedagogical, psychological, educational, emotional support services will be provided, youth initiatives will be encouraged, and a safe space will be created for young people to plan and implement their ideas.

The Youth Affairs Agency has named Utena district municipality one of the leaders in youth policy implementation in Lithuania. It turns out that a young person may want to stay in the city not only when told what to do but also when asked what they themselves would like to create.

Can utenization still be stopped?

Specialists’ opinions differ on this question: some believe the process could still be slowed down, others say it is already too late. The latter argue that utenization is a return to human nature itself. After all, a person is not made for the life of a robot vacuum: moving along predetermined routes between home and work, accumulating emotional garbage, and constant anxiety about a thousand worries. Utena offers a golden mean: here, city life harmonizes with nature, everyday comfort with tranquility, and opportunities with reclaimed time for oneself and family. Here, one can not only work, hurry, and complete daily tasks. Here, one can simply be human.

Therefore, everyone planning to visit Utena is advised to act cautiously. A short walk by Lake Dauniškis may cause a desire to stay for the evening. The evening – to stay for the weekend. And the weekend – to start counting how much life could be reclaimed by moving to a city where a person is allowed to be human.
