“Europe is investing in defense more than ever, but spending alone is not an automatic guarantee of success,” K. Kallas told journalists after the EU defense ministers’ meeting in Ireland.

“We have not filled the gaps in Europe’s conventional power in NATO (structure) quickly enough,” she said, noting that most EU countries are also NATO members.
