As reported by the service on Thursday, inmates using this system will be able to submit complaints and requests, familiarize themselves with court rulings, and receive information necessary for shopping.

The LKT information system covering all prisons (KADIS-2) will begin operating at full capacity in the fourth quarter of this year, with Kaunas prison and LKT administration units being the first to start using it, and gradually all other prisons will begin from October.
“This is an important technological breakthrough for which we have been preparing for almost three years. Due to better access to information, digitized processes, and self-service services, the working time of both our and other institutions’ employees will be saved, as well as the time of inmates’ relatives. The risk of errors will decrease,” said the service director Mindaugas Kairys in the statement.
According to him, currently, convicts can only write complaints by hand, then an officer physically brings the complaints and enters them into the system. It takes up to 7 minutes to enter one complaint, not counting the time to bring it. Sometimes one responsible employee has to handle up to 20 complaints per day.
Moreover, according to the service, it sometimes takes two days to collect data on whether a convict can be granted a short-term leave. In the new system, data will be available much faster: the system will not allow the leave procedure to start if the necessary conditions are not met.
Once the new system starts operating, convicts will be able to connect to self-service themselves and submit or receive information through it – this will not require LKT employees’ intervention. According to LKT, the saved hours will allow officers to devote more time to direct work with convicts.
Also, according to the service, it is difficult to verify whether a convict who left the correctional facility for work actually went there. In the KADIS-2 system, employers will enter work schedules, and officers will be able to check it at any time. Employers will also provide information in the system about the actual hours worked by the convict.

LKT financial officers, upon receiving a request, manually check how much money the convict has in the account, then prepare a response for each on whether the inmate can shop. Providing such information is also being transferred to self-service: inmates themselves, logged into self-service, will be able to shop as much as they have money and for products or goods allowed under their imprisonment conditions.
The new system will be used not only by LKT employees and inmates but also by their relatives, as well as institutions – police, lawyers, and others with whom the service cooperates.
Relatives will be able to use electronic services for arranging visits, which currently can only be done by physically coming to the prison and waiting for a response. Sometimes this requires two visits.
4.7 million euros were allocated for the creation and implementation of the KADIS-2 system. After public procurements, according to the service, 35 thousand euros were saved. The system was implemented by the companies “Asseco Lietuva” and “Insoft,” which won the tender.
There are about 4,550 inmates in Lithuania in total, and 2,488 employees work in the system.
