„This means detection tools, which we are already developing and integrating, should be accompanied by robotic solutions that essentially, let’s say, reduce risk both for the soldiers themselves and increase our capabilities against the enemy,“ he explained.
BNS wrote that counter-mobility engineering equipment parks in locations designated by the Lithuanian Armed Forces should be installed by the end of 2028, previously planned to be done by April 2025.
The deadline was extended in the counter-mobility equipment plan from 27 to 50 by increasing the number of parks and providing a new counter-mobility equipment zone.
This week, the government approved the intention to form 20 and 150 meter wide zones from the patrol track boundary into the depth of Lithuanian territory at the border with Belarus and Russia’s Kaliningrad region.
Also, by the end of 2028, it is planned to install reserve obstacles on state-significant road sections, in underpasses, prepare bridges for explosives, and by the end of 2030 – restore wetlands in locations designated by the military.
According to the Ministry of National Defence’s calculations, about 50 million euros would be additionally needed from the State Defence Fund for the implementation of changes in 2026–2030.

Lithuanian Armed Forces commander Raimundas Vaikšnoras discussed on Thursday with his US counterpart Christopher R. Norrie the development of the counter-mobility initiative led by the US Army in Europe and Africa.
According to R. Kaunas, the United States is familiar with the country’s current plans, and discussions with partners are ongoing about what could be additionally installed.
BNS reported that in parks being established near the borders with Russia and Belarus, “dragon’s teeth,” assembled “hedgehogs,” “Spanish horses,” concrete road barriers, concertina wire, roadblocks, and marine containers are stored.
The Conservative government began creating counter-mobility parks in 2023, based on the experience of the war in Ukraine, which shows that such measures are effective in stopping, diverting, and splitting enemy forces.
The government resolution on the implementation of counter-mobility measures was adopted in July 2024.
