„We will focus a lot on the need to actually see the child, to provide help when it is clear that they are really struggling or there are some gaps. But of course, the Seimas will decide and we will see what the decision will be,“ she said.
R. Popovienė said she could not say whether the Seimas would convene an extraordinary session on this issue before September.
„It is already the prerogative of the Seimas to decide whether the Seimas will be convened or not,“ the minister said.
As BNS wrote, in 2022 the Seimas adopted amendments to the Education Act, according to which tenth graders wishing to become eleventh graders should pass the Basic Education Achievement Test (PUPP) with at least a grade of four.

This requirement will come into effect on September 1, 2026. However, in mid-July, the Seimas repealed this requirement, aiming to keep the current system where a student obtains basic education after completing the basic education program and passing the achievement tests. It was this decision that the country’s president Gitanas Nausėda vetoed, proposing to postpone the introduction of the new standard until 2029.
The Seimas will still have to decide on the president’s veto.
In the tenth grade, the achievements in Lithuanian language and mathematics as well as the native language and literature of national minorities are tested as part of basic education achievements.
PUPP is mandatory for all tenth-grade students, but currently the results do not affect promotion to the next grade.
