The Kaunas District Court, after examining the criminal case, found Kaunas resident Andrejus Tokeris (born 1981) guilty of illegal possession of a very large quantity of psychotropic substances with the intent to distribute them and their smuggling.

Previously convicted multiple times for such crimes, having hidden from serving a prison sentence and having formed a group of accomplices abroad to commit crimes, A. Tokeris was sentenced by the court, combining the sentence with the part of the previous sentence that was not served, to a final consolidated prison term of 18 years.
In 2024, A. Tokeris was detained in Ecuador and extradited to Lithuania.
In this case, A. Tokeris was convicted for hiding from serving a prison sentence, which was imposed on him in 2022 by the Lithuanian Court of Appeal for illegal possession of a very large quantity of narcotic and psychotropic substances with the intent to distribute and smuggle them, and for organizing a group of accomplices abroad to commit similar crimes. In the fall of 2023, he sent instructions via phone apps to group members regarding the production, distribution, smuggling of psychotropic substances, relocating the production site to another country, and other crimes.
One of his accomplices, previously convicted and allowed to leave the place of serving the sentence, produced more than 4.6 kg of powder containing a very large amount – over 600 g of the psychotropic substance amphetamine – at a homestead in the Pasvalys district. The accomplice was detained by police officers while transporting most of the powder with the psychotropic substance to Vilnius.
Acting in a group of accomplices with other persons, A. Tokeris organized the transport of a very large quantity of psychotropic substances from the Kingdom of the Netherlands to Lithuania. More than 41 kg of the psychotropic substance MDMA, attempted to be smuggled into Lithuania by A. Tokeris’s accomplices, were seized by police officers at the Kalvarija border post in November 2023.
Some of A. Tokeris’s accomplices have already been convicted by separate court judgments, and criminal proceedings against others have been separated.
At the beginning of 2022, after A. Tokeris hid from serving his prison sentence, an international search was announced. In March 2024, he was detained in Ecuador and extradited to Lithuania in October. He is currently serving the prison sentence imposed by the Lithuanian Court of Appeal in 2022.
The complex, large-scale pre-trial investigation requiring operational international cooperation was led by a prosecutor from the Organized Crime and Corruption Investigation Division of the Vilnius District Prosecutor’s Office, the state prosecution in the case was maintained by a prosecutor from the Organized Crime and Corruption Investigation Division of the Kaunas District Prosecutor’s Office, and the investigation was conducted by officers of the Organized Crime Investigation Department of the Criminal Police of the Vilnius County Chief Police Commissariat.
The Kaunas District Court recognized A. Tokeris as a recidivist. Currently, two other cases regarding similar crimes committed by A. Tokeris are being heard in the Panevėžys and Vilnius district courts.
The judgment of the Kaunas District Court dated July 31, 2026, can be appealed.
