V. Putin claimed that Russia considered oil refineries as civilian objects and did not expect them to become targets of attacks. However, this calculation proved to be wrong, and Russia will strengthen air defense, the Kremlin leader stated.

He also commented on the decree that envisages the introduction of temporary management at critical infrastructure facilities if they are not protected from drones. According to him, this is “not about some kind of nationalization plans”:
“The state never even thought about nationalizing anything. We asked our colleagues, well, in this case – the leaders in the oil and gas sector, to take care of the protection of their companies.”
After that, he was asked the question: “Is it not worth getting used to regular fuel shortages? We are working on air defense, repelling strikes, and the decree [on critical infrastructure protection] should start working as intended.”
“We must be prepared for everything. And only our readiness for everything will make everyone who wants to harm us understand that it is better not to do so,” V. Putin replied, as quoted by the portal “Agentstvo.”

What he said about mobilization
He also commented on concerns that are increasingly voiced in Russia. One of them is mobilization.
“There is no scenario today that would require mobilization,” V. Putin said, calling rumors about it “an information attack by the enemy” ahead of the State Duma elections. According to him, Russians supposedly sign contracts voluntarily.
What will happen with deposits?
During the forum, V. Putin was also asked whether citizens should expect deposits to be frozen. “On what grounds?” V. Putin replied and explained that the Russian economy “is in a completely stable mode, a completely stable situation.”
