As the British publication The Independent writes, N. Modi’s words have become a kind of signal to V. Putin that even the countries remaining his partners are increasingly interested in ending the war.

“Every day of war actually pushes humanity a step back, while every step towards peace gives all humanity real hope. We need to move from endless war to its cessation, to the end of hostilities,” N. Modi stated.
At the same time, India avoided direct criticism of the Kremlin throughout the full-scale invasion. On the contrary – New Delhi significantly increased purchases of Russian oil, which became one of the important sources of income for Moscow.
It is estimated that during the 2022–2025 period, Russia sold crude oil to India worth about 172 billion US dollars. For comparison, in 2021 this figure was only about 2.3 billion dollars, the newspaper writes.
India also gained economic benefits from this: the country’s oil refineries bought Russian oil at a large discount, processed it, and exported petroleum products to global markets.
Sudden shift by India
Therefore, such a strong public statement by N. Modi may indicate not a changed attitude towards Ukraine, but primarily New Delhi’s desire to prevent the situation from escalating further.

According to commentator Sam Kiley, Russia increasingly feels the consequences of the prolonged war. A large part of the country’s economy works for war needs, the Russian military suffers huge losses, and Ukraine’s strikes on fuel infrastructure create additional pressure on the country’s economy.
Against this background, V. Putin continues to threaten Western countries, but his aggressive rhetoric may indicate not only strength but also an attempt to hide the accumulating problems inside Russia.
The publication also separately draws attention to the changing behavior of other Moscow partners. It includes V. Putin, N. Modi, Xi Jinping, and Donald Trump in the informal circle of state leaders who maintained close mutual ties.
However, now increasingly greater contradictions are emerging among them. For N. Modi, the continuation of the war means maintained economic ties with Russia but also creates risks for India. For D. Trump, the prolonged war also becomes a political problem ahead of the Congressional elections.
That is why, in S. Kiley’s opinion, V. Putin’s international partners may be interested in him ending the war before the situation becomes uncontrollable.
