Previously, she worked as an advisor to the Minister of Agriculture, executive director of the Kaunas Region Industrialists and Employers Association, head of the finance department at UAB “Kauno autobusai,” and assistant to a Member of Parliament. For sixteen years, the Deputy Minister was a member of the Kaunas City Municipality Council, worked as the director of the municipal administration, mayor’s advisor, and chaired the Budget and Finance, Ethics, and Anti-Corruption commissions and committees.
At Kaunas University of Technology, E. Gudišauskienė earned bachelor’s and master’s degrees in thermal engineering, a master’s degree in finance, and a master’s degree in public administration and regional development.
At the Ministry of Health, E. Gudišauskienė will oversee investment and European Union projects, risk management, and strategic planning.
Deputy Minister I. Rubikas previously headed the Mental Health Department of the Ministry of Health, coordinated the formation of national mental health policy, participated in the preparation and implementation of mental health system reform, and developed service organization, regulation, and financing models.
Before becoming Deputy Minister, he worked as a project manager at “Addere Care,” where he was responsible for the digitization of healthcare services and process optimization.
While working in the Government Office’s Strategic Planning and Monitoring Group, I. Rubikas contributed to the reform of the strategic management system and participated in drafting the legal regulation of Lithuania’s strategic management and budget preparation.
I. Rubikas graduated with a bachelor’s degree in psychology and philosophy from the University of Oxford and earned a master’s degree in social policy and planning from the London School of Economics and Political Science.
At the Ministry of Health, I. Rubikas will oversee mental health issues, human resources policy, and telemedicine and innovation projects.

Minister’s advisor F. Roznytė has professional experience in public sector management and policy process analysis and is also active in public activities related to women’s rights movements and youth policy in non-governmental organizations.
Before starting as the Minister of Health’s advisor, F. Roznytė worked as an advisor to the Minister of Economy and Innovation and gained parliamentary work experience as an advisor to members of the Lithuanian Parliament.
At Vilnius University Institute of International Relations and Political Science, she completed bachelor’s studies in political science and master’s studies in international relations and diplomacy.
Minister’s advisor D. Sakalauskaitė-Babravičė has many years of experience in managing social projects, coordinating support, and community activities in the public and non-governmental sectors.
Her professional activities and strategic interests include implementing social and health care programs, developing integration models for vulnerable groups, representing support mechanisms and patients’ rights, and fostering closer cooperation between the non-governmental sector and state institutions.
D. Sakalauskaitė-Babravičė graduated from Vilnius University with bachelor’s and master’s degrees in social work.
Minister’s advisor G. Maželis has so far worked as a business development manager at the financial technology company “ConnectPay,” previously led the Vilnius region of the insurance company “Compensa Vienna Insurance Group” for four years, was director of the Eastern region of ERGO Insurance AS Lithuanian branch, and headed UAB “Vilniaus viešasis transportas.” G. Maželis also worked as the general director of AS “UniCredit Bank” and has held positions as finance director and board member in international “Linas Agro Group” companies in Latvia.
At Vilnius University, G. Maželis earned bachelor’s degrees in business management and a master’s degree in economic informatics.
