Moscow shelter capital repair tenders were announced after Ukraine announced plans to launch its ballistic missiles at Moscow. As stated in mid-August by the missile developer company “Fire Point” and former Ukrainian minister Mykhailo Fedorov, this could happen by the end of 2026, reminds “The Moscow Times”.
The F-9 missile, capable of carrying up to 800 kg of warhead and destroying targets up to 850 km away, is planned to be used for strikes on Moscow.
“Such systems can pose a serious threat to Russian war industry facilities, energy infrastructure, and other strategic targets,” noted Anton Zemlyanoy, senior analyst at the Ukrainian Security and Cooperation Center.
Moscow is protected by three “rings”
Commander of the Ukrainian drone forces Robert Brovdis stated that Moscow is surrounded by three air defense “rings,” consisting of more than 100 launchers and 50 mobile “Pantsir” anti-aircraft missile systems.

The main Russian systems capable of operating against ballistic targets are the S-400 and S-500 anti-aircraft missile systems. There are few of the latter in the arsenal. In December 2025, Russian Defense Minister Andrey Belousov announced that the first air defense regiment equipped with the S-500 began combat duty, but did not specify their number. As “Newsweek” wrote, at the beginning of 2020 Russia had 56 S-400 systems.
It is known that S-400s were deployed in Moscow in the former experimental fields of the Timiryazev Agricultural Academy in the north of the capital. Similar sites appeared between the Sokolniki and Losiny Ostrov parks, in Izmailovo forest park, and 9 km from the Kremlin – near the office of the “Innopraktika” foundation of the younger daughter of the Russian president, Katerina Tikhonova.
According to the Ukrainian military portal “Militarnyj,” about 20 S-400 systems were deployed in the Moscow region in May.
