The exercises assessed the municipalities’ ability to ensure the functioning of logistics chains, supply residents with food, and also practiced carrying out property requisition procedures, organizing the protection or evacuation of cultural valuables.

“The readiness of municipalities to act during mobilization is one of the most important links in the resilience of the entire state. Such training not only allows assessing the available capacities but also strengthens inter-institutional coordination and preparedness to act in the face of real threats,” said Deputy Minister of National Defense Tomas Godliauskas in a statement.
The head of the Mobilization and Civil Resistance Department coordinating the exercises, Virginijus Vitalijus Vilkelis, emphasized that it is important to practically test how municipal plans work in specific situations during the training.
“Such exercises help check the readiness of municipalities, identify weak points so that rapid response is possible if needed. For these exercises, municipalities themselves planned tasks which were tested under conditions close to real situations,” said V. V. Vilkelis.
It is reported that the exercises took place in the municipalities of Kaunas city, Kaunas district, Kaišiadorys district, Kėdainiai district, Prienai district, and Raseiniai district.
During them, depending on the scenario, various mobilization tasks were practiced – ensuring temporary care for children of armed forces members, calling mobilization management groups, issuing warning messages about mobilization and martial law, organizing food supply, and temporary property seizure procedures.
These exercises are the third, final stage of mobilization and host country support exercises taking place in the municipalities of Kaunas County. The first stage took place in early May in the Jonava district municipality, the second in the second half of May in the Birštonas municipality.
It is indicated that after the exercises, specialists from the ministry and department will assess the readiness and ability of municipalities to act promptly, and will provide recommendations to municipal representatives on what should be improved.
Similar exercises are planned to be held this year in the counties of Telšiai, Marijampolė, Tauragė, and Alytus by the end of the year.
