The note delivered to Russia states that deliberate terror against civilians and infrastructure is a gross violation of international humanitarian law norms and is considered a war crime, for which there is no statute of limitations.
On Tuesday night, Russian missiles and combat drones were directed at Kyiv, Dnipro, Kharkiv, and other locations in Ukraine; these strikes killed dozens and injured hundreds of civilian Ukrainian residents.
It is emphasized that although Moscow threatened strikes in advance and warned foreign nationals, including diplomats, to leave Kyiv, this does not absolve the Russian political and military leadership from responsibility for planning and carrying out war crimes.
The Ministry of Foreign Affairs also highlights that Russia’s large-scale war against Ukraine poses a threat to other countries and the safety of their populations.

“Repeated Russian drone incursions into the territories of the Baltic states, Poland, Moldova, Romania, and other countries demonstrate the Russian leadership’s disregard for human lives, state sovereignty, and international law norms. The latest such incident (…) caused serious consequences for Romania – two local civilians were injured and a multi-apartment residential building was damaged,” the ministry states.
It is noted that the Russian representative was informed that Lithuania will continue to resolutely support Ukraine in its fight for freedom, independence, and territorial integrity – this was reaffirmed once again at the joint meeting of the Lithuanian and Ukrainian Governments held in Vilnius on June 1.
According to the Ministry of Foreign Affairs, Lithuania, together with partner countries, will continue to consistently seek to hold Russia accountable to fully compensate for the damage caused to Ukraine and its people by violations of international law, using the already established Damage Registry and the currently being established International Commission for the Examination of Claims Regarding Ukraine.
