In the latest report, to be presented to the Human Rights Council on Monday, independent investigators urged the 47 members of this council to pressure countries to end the war, hold those responsible for war crimes accountable, and provide asylum to civilians fleeing abroad.

None of the three countries – Iran, Israel, and the USA – is a member of the Human Rights Council.

“Following the attacks carried out by the USA and Israel on February 28, the mission found reasonable grounds to believe that the USA committed a war crime – conducting reckless attacks that caused civilian deaths or injuries or damaged civilian objects,” the investigators said.

“Among them were ‘Tomahawk’ missile strikes on the clearly identifiable ‘Shajareh Tayyebeh’ primary school in Minabe, where more than 150 people died, including about 120 girls and boys. Another airstrike, where precision-guided missiles dispersed a cloud of tungsten pellets over a clearly identifiable sports complex and residential area in Lamerde, killed 22 civilian men and women,” they continued.

The report also states that the Iranian government’s repression of domestic protests, which began at the end of 2025 due to rising living costs, is a “significant (…) escalation of an established pattern of suppressing dissent.”

It is noted that the Tehran authorities intensified the use of “repressive laws,” “deadly force,” and the application of “the death penalty as a tool of intimidation and control.”

State security forces killed protesters in all 31 provinces. It is reported that among the victims were at least 221 children, healthcare facilities were also attacked, and tens of thousands of people were detained, the report states.

From March to August 2026, at least 29 men were executed after summary trials related to the protests, and more than 70 other individuals, including five women and three boys, still face imminent execution, the document says.

UN investigators urged Israel, the USA, and Iran to “immediately cease hostilities.”

They indicated that UN Human Rights Council countries should “take urgent diplomatic action to achieve lasting peace” and ensure that alleged violations of international law committed by all three countries are “independently investigated and those responsible held accountable.”
