This was the first appearance of the Russian Finance Minister at a G20 summit since Russia began its war of aggression against Ukraine. Allowing Russia to participate caused dissatisfaction among European officials who are preparing new sanctions against Russia.
Earlier, a US official told Reuters news agency that the main topic of the meeting between S. Bessent and A. Siluanov was President Donald Trump’s peace plan for Ukraine.
The Russian Ministry of Finance confirmed that both officials discussed financial cooperation within the G20 format.

When A. Siluanov tried to talk about areas of mutual interest, according to the source, S. Bessent interrupted him and said: “Nothing is possible until the war ends.”
In October 2025, the US imposed sanctions on the largest Russian oil companies, but after the US and Israel’s war against Iran disrupted oil and gas supply routes through the Strait of Hormuz, S. Bessent issued temporary licenses allowing the sale of Russian oil stored in tankers at sea, aiming to free up supply flows while simultaneously sending some funds to Moscow.
