Financial assistance is available to those studying at higher education institutions who have a participation level of 45% or less (until December 31, 2023 – the level of working capacity), severe and moderate disability levels. It is also stipulated that support is provided to individuals studying at higher education institutions for the first time after the disability has been established, i.e., those who have not completed the corresponding level of studies.

The allowance for individual needs amounts to 50% of the basic social insurance pension – 163.96 euros – and is paid monthly. Also, if a person with a disability studies in a place not funded by the state budget, a sum equal to 3.2 basic social benefits (BSI) is allocated once per semester to partially compensate for study expenses – this year it is 236.8 euros.
Allowances are paid regardless of other income received by the student.
A student with a disability wishing to receive financial assistance must submit an application to the higher education institution from September 1 to September 10 of the current year. This can be done through the SPIS information system or directly by email, registered mail, or through the higher education institution’s study information system.

Last year, the Agency for the Protection of the Rights of Persons with Disabilities received applications for financial assistance from 27 higher education institutions. It was granted to 713 students with disabilities (a total of 888 thousand euros was used).
