As written in the Lithuanian Sports Encyclopedia, J.Okulič Kazarinas was the chairman of the Kaunas mountaineering section from 1964 to 1967, and from 1967 to 1971 – the chairman of the Lithuanian Mountaineering Federation.
3-time Lithuanian (1964, 1967, 1971), 2-time Baltic (1964, 1967) mountaineering champion. Participant of the 1st Baltic mountaineering expedition (1958) in the Caucasus, climbed the peaks of Lokomotyvas, Gumachi, Elbrus.

He was also a participant of the first Lithuanian mountaineers’ expedition in the Karakol gorge of the Pamir Mountains (1961), climbed the peaks of Lithuanian mountaineers, Gediminas Akstinas, as well as Jacques Duclos, Zamok, Uroža, Ak Taš by a new route. Participant of the 1st Lithuanian mountaineering expedition in the Tian Shan mountains in the Karakol gorge (1969), climbed the peaks of Lithuanian mountaineers, Gediminas Akstinas, MGMI (2nd–3rd place in the Lithuanian championship), Karbyshev.
He gave them the names of M.K.Čiurlionis, Donelaitis, and Lithuania.
He was also a participant in the first 4 high-altitude Lithuanian expeditions in the Pamir Mountains (Tajikistan): in 1964, with a group, climbed unnamed peaks and gave them the names of M.K.Čiurlionis, Donelaitis, and Lithuania (1st place in Lithuanian and Baltic championships), also climbed the peaks of Tbilisi State University, LGU, and an unnamed peak (5491 m); in 1965 – Avicenna from the south side, Ushba (1st place in Lithuanian championship), unnamed peak (6148 m); in 1967 – Avicenna from the north side (1st place in Lithuanian and Baltic championships), Shcherbakov; in 1971 – Izmail Samani (1st place in Lithuanian championship), Pravda (2nd–3rd place in Lithuanian championship) peaks, as written in the Lithuanian Sports Encyclopedia.
