What is important for families applying for social support for students to know?

The goal of social support for students is to help families prepare for the school year and ensure children have the necessary conditions to study. Who can receive social support?

Social support can be granted to students up to 21 years old, studying in general education schools, vocational training institutions under the general education program, as well as children attending pre-school education programs.

The right to support, except for children attending pre-school groups and first and second grades, is determined based on the average family income. Currently, when the average income per family member per month is less than 1.5 state-supported income (SSI) – 349.50 euros, social support for students is granted without additional conditions.

If the average family income per family member per month is higher than 1.5 SSI but does not exceed 2.5 SSI – 582.50 euros, support may be granted exceptionally, considering the family’s living conditions and circumstances.

Exceptions may apply to families facing illness, accidents, or loss of a breadwinner, when one parent raises one or more children, families with three or more children, a family member with a disability, or when the family or student is at social risk. The decision is made according to the Municipality’s established procedure, assessing the specific situation of the individual or cohabiting persons and drafting an inspection report on living and household conditions.

When assessing family income, pension fund payments are included. Child benefits are not counted as income. Depending on family composition and number of children, from 20 to 40 percent of employment-related income, unemployment social insurance, and job search benefits are also excluded.

Information for parents of preschoolers and first–second grade students

Children attending pre-school groups and first and second grades are provided free lunches unconditionally; family income is not assessed, and no separate application is required.

To receive free breakfasts in exceptional cases, when family income per person does not exceed 582.50 euros, an application must be submitted. A separate application is also required to receive the 148-euro support for purchasing school supplies. This support is granted based on family income and paid once per calendar year.

When is social support for students not granted?

Social support for students is not granted when the student studies under a general education program combined with a vocational training program, as well as to persons over 21 years old studying under adult education programs.

Students fully supported by state or Municipality-funded institutions, and students with temporary or permanent guardianship (care) established, are not granted support.

Applications are most conveniently submitted remotely

The Panevėžys City Municipality offers residents the option to submit applications and necessary documents remotely through the Family Social Support Information System.

Applications can also be submitted by visiting the Social Affairs Department of Panevėžys City Municipality, located at Laisvės a. 20. Prior registration is required when visiting the department.
