Ms. Gudonienė is also a member of the Širvintos District Municipality Council.
“The decision was made not to initiate an investigation,” said VTEK Chair Jolanta Bernotaitė at the Wednesday meeting.

A request was made to VTEK to investigate whether the obligation to avoid conflicts of interest was violated.
According to data collected by ethics watchdogs, the Širvintos district politician did not participate in preparing or considering decisions related to public procurements won by “Vilmstata” in 2023–2026.
As BNS reported, the Special Investigation Service (STT) launched a pre-trial investigation in June regarding the acquisition of an apartment in Palanga by the mother of the Širvintos district mayor Ž. Pinskuvienė and the circumstances of public procurements in Širvintos.
The investigation began after news portal “Delfi” journalist Tomas Janonis and blogger Skirmantas Malinauskas reported that Ž. Pinskuvienė’s mother Marija Gudonienė purchased the apartment in Palanga for an unusually low price of 80 thousand euros.

According to journalists, M. Gudonienė bought this apartment from Vilmantas Guobis, a businessman known to Ž. Pinskuvienė, whose company subsequently won 15 consecutive public procurements in the Širvintos district.
The investigation was initiated to determine whether exceptionally favorable conditions could have been created for a specific contractor during public procurements conducted by the Širvintos district municipality, for which compensation could have been made by transferring real estate possibly below market value.
At the beginning of July, STT conducted searches in the aforementioned apartment owned by M. Gudonienė and her home, as well as in the Širvintos district municipality.
No suspicions have been raised against anyone in the investigation so far.
Ž. Pinskuvienė denies any connection between the unusually low price of her mother’s apartment in Palanga and the public procurements won by “Vilmstata” in the district.
