These measures apply to all those convicted of criminal offenses, including violations of Russia’s “foreign agents” law, participation in an “undesirable organization,” or “discrediting” the military.
Many of these provisions have been used to persecute anti-war activists, independent journalists, and opposition figures who fled Russia after 2022.
Convicts may face asset freezes, restrictions on banking and digital services, as well as limitations on passports, loans, and state benefits.
The independent Russian human rights group “Perviy Otdel” stated that these restrictions amount to a “de facto deprivation of citizenship.”

V. Putin also signed laws allowing Russian courts to revoke contractual rights to buy back businesses sold after February 24, 2022, from foreign companies in “unfriendly” countries.
The law allows Russian owners or ministries to challenge buyback options if the former owner publicly supported sanctions against Russia, called for additional sanctions, or was recognized as acting against Russian interests.
Since the start of the invasion of Ukraine, more than 1,000 foreign companies have withdrawn from Russia, including McDonald’s and Mercedes-Benz.
