VAATC will not pay the unpaid portion of the "Energesman" service invoices, which it considers improperly provided

As announced in the VAATC statement released on Monday, this decision was made after assessing the condition of the mechanical biological treatment (MBT) site and the operator’s fulfillment of contractual obligations.

“We cannot pay for services that, in our assessment, were not provided as stipulated in the contract. Our duty is to responsibly use the funds of the residents of the Vilnius region. We cannot justify million-euro payments to the operator due to poor service quality and failure to fulfill contractual obligations,” says VAATC head Marius Švaikauskas.

The center states that it has paid “Energesman” nearly 990 thousand euros out of the total amount invoiced in May. That month, the total value of invoices issued by “Energesman” exceeded 1.2 million euros.

As the center indicated to BNS, the total amount of unapproved “Energesman” invoices for June and May exceeds 1.2 million euros.

According to M. Švaikauskas, in recent months, waste accumulations at the MBT site have been constantly increasing, stable sorting and removal were not ensured. The operator’s activities and the situation at the MBT site were negatively evaluated by the responsible state institutions.

As stated in the announcement, under the operation contract, the operator is obliged not only to accept waste but also to properly sort, process, and remove it, ensure the safe operation of MBT facilities, and comply with environmental and fire safety requirements.

According to VAATC’s assessment, these obligations have not been properly fulfilled in full as stipulated in the contract in recent times.

BNS wrote that the waste crisis in the Vilnius region arose due to last year’s fire at the Vilnius waste sorting plant, which has not yet restored its normal operations.

Last week, VAATC applied to the Vilnius District Prosecutor’s Office regarding the possibly criminal activities of the plant operator “Energesman” and filed a lawsuit in court to compel “Energesman” to transfer the operation of the plant.
