Ukrainian President Volodymyr Zelensky on Wednesday stated that the shooting between officers of the Security Service of Ukraine (SBU) and military intelligence (GUR) in Kyiv is an “absolutely shameful situation.” In response to the situation, he dismissed a high-ranking SBU official.

On Wednesday, while the investigation into the shootings in Kyiv was ongoing, the Ukrainian leader signed a decree suspending Oleh Khramov, head of the SBU State Secrets Protection and Licensing Department, from his duties.
The official had held this position since March 2023. The decree did not specify the reason for his dismissal.
In a statement yesterday, V. Zelensky emphasized that the situation between certain SBU and GUR units “is absolutely shameful.”
“We spoke with the Prosecutor General. He will clarify all the details: all testimonies and statements of the participants in this story will be checked, the entire situation will be examined step by step,” the president said.
He stressed that those involved in the incident must be held accountable. According to V. Zelensky, the heads of the special services must make personnel decisions regarding the participants in the shooting. He also called for internal investigations in both services.
“In Ukraine, shooting is only allowed at Russian occupiers to defend Ukraine. Our state will never perceive any other shooting as something permitted to anyone,” the Ukrainian leader stated.

On Wednesday night and morning, reports appeared on social networks about shootings in one of Kyiv’s residential districts, which led to traffic being closed.
After some time, the SBU office reported that an attempt on one of the leaders of the Russian opposition movement, who had come to Kyiv for Independence Day, was prevented.
This information appeared after on September 1, Alexander Fortuna, chief of staff of the Russian Volunteer Corps, reported the alleged kidnapping in Kyiv of the deputy commander of the corps’ combat operations, Stepan Kaplunov.
S. Kaplunov’s lawyer stated that SBU officers “kidnapped” him on August 23, and the shooting occurred near the house where S. Kaplunov lived and where he was brought for a search of his apartment. According to the lawyer, his client is now free.
According to “Ukrainska Pravda,” the shootings in Kyiv were related to his disappearance. Sources say the shootout occurred between representatives of GUR and SBU, during which 3 intelligence officers were injured.
