A. Beinoras raised questions in 2024 and 2025 about public procurements related to the update of the website “Karys.lt,” where conscript lists are published. According to him, the tenders were designated for a single supplier who had previously created this system.

The conditions required the supplier to work with the closed-source “Easy Web4” content management system, which is created and managed only by the company “Fresh Media” that developed the website. As A. Beinoras explained, this meant that other companies simply could not perform these tasks.

The company itself denies this, stating that all necessary data to manage the website has been transferred to the defense system.

The Ministry of National Defense told “Delfi” that the tender is currently underway and, although “Karys.lt” operates on a closed-source basis, the ongoing public procurement foresees that the website will operate on an open-source basis.

A. Beinoras claims he also faced displeasure from the leadership for raising questions about some souvenirs distributed during military exercises.

The Ministry of National Defense stated that a year ago the Senior Officers’ Career Planning Commission assessed the needs and capabilities of the defense system and took into account the recommendations of A. Beinoras’s direct and higher supervisor not to extend the professional military service period and submitted the corresponding proposal to then Minister Dovilė Šakalienė, who made that decision.

“Regarding the extension of professional military service, we would like to mention that this is one of the privileges that the Minister of National Defense or his authorized person can grant to soldiers, taking into account the needs of the defense system,” the ministry stated.

It acknowledged that at the same time decisions were made on a total of seven requests to extend service, but only A. Beinoras received a negative response.

The reason was also the reprimand A. Beinoras received for calling his subordinate “a loser” – the soldier does not deny the fact itself but believes the reprimand was unjustified and has appealed it to court.

President’s Chief Advisor on National Security Deividas Matulionis said on Tuesday to Žinių radijas that he does not want to judge who is right in this story but emphasized the necessity of conducting public procurements transparently.

“Public procurements are a very important area in the defense system, considering that the defense budget this year is 40% higher than last year. Therefore, transparent and efficient execution of public procurements is one of the most important priorities,” said D. Matulionis.
