According to the auditors, this was caused by incomplete regulation of the functions of entities participating in the procurement process in internal legal acts, the decision-making rights actually granted to advisory groups, and the fragmentation of responsibilities significantly determine the duration of strategically important procurement processes and delay the acquisitions themselves.
