During searches at the office of the first deputy prosecutor general Marija Vdovičenko, who is still in office, materials were found indicating surveillance of anti-corruption institution leaders, their family members, and subordinates. This was reported by the portal “Ukrajinska pravda,” citing sources in law enforcement agencies.

What was ordered
Sources in the prosecution bodies told the portal that on the morning of September 7 they received an order to “systematize all available materials” related to the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP).
“Despite recent events, the prosecutor general intended to counterattack the anti-corruption institutions. Last year’s attempts to impose Russian influence on these institutions may indicate that the Prosecutor General’s Office prioritizes the attack itself rather than its legitimacy,” the “Ukrajinska pravda” material states.
Decided to resign
On September 7, Ruslan Kravchenko submitted a resignation request from the position of prosecutor general. According to R. Kravchenko, this was a “consciously made political decision.”
“I do not want the prosecutor general’s office to become a tool of political confrontation. My position regarding the accusations remains unchanged,” he stated.
Earlier, the prosecutor general said he would not resign voluntarily—unless requested by colleagues, Ukrainian President Volodymyr Zelensky, and the Verkhovna Rada.
R. Kravchenko also claimed he has no procedural status in the “Cartagena” case and described the situation around him as an “attempt to make a political decision.” He confirmed that law enforcement officers conducted searches in his office and home.
“Ukrajinska pravda” reported that NABU and SAP conducted searches at the deputy prosecutor M. Vdovičenko and the head of the Odesa regional military administration Oleg Kiper.

“Cartagena” case: key highlights
On September 4, NABU announced a special operation during which a criminal organization led by an employee of the Prosecutor General’s Office was exposed. NABU and SAP detained Serhiy Kropyv, deputy head of the International Cooperation Department of the Prosecutor General’s Office. The anti-corruption institutions indicated that this official might have been involved in covering up a criminal network of call centers and money laundering.
Later, the Prosecutor General’s Office stated it is ready to fully cooperate with anti-corruption officers investigating the possible involvement of its employee in illegal activities.
The Supreme Anti-Corruption Court detained S. Kropyv until November 2, with the possibility to pay a bail of 120 million hryvnias. S. Kropyv is suspected of covering illegal call centers and laundering assets worth more than 89 million hryvnias. His lawyers announced they would appeal this court decision.
Supervised repairs at the prosecutor’s house
The prosecutor of the Specialized Anti-Corruption Prosecutor’s Office at the Supreme Anti-Corruption Court, deciding on the preventive measure for S. Kropyv, who is suspected of covering call centers, stated that the suspect supervised repairs at prosecutor general R. Kravchenko’s house in Kozine.
The prosecutor said detectives recorded a conversation between S. Kropyv and the prosecutor general on March 4, 2026. From it, according to the prosecutor, it can be understood that S. Kropyv “is protected by the prosecutor general.” According to him, this explains the broad powers held by S. Kropyv.
Additionally, according to the law enforcement representative, S. Kropyv helped arrange a US visa for R. Kravchenko’s wife and organized the prosecutor general’s birthday celebration in Madrid.
