Kyiv is conducting a campaign of long-range drone strikes on Russian oil refineries and storage facilities to reduce Moscow’s budget revenues and its ability to continue the full-scale war.
The US Treasury Secretary stated that these strikes, along with disruptions caused by the US-Iran war, are fueling an “energy crisis” worldwide.
These comments came a few days after he met with Russian Finance Minister Anton Siluanov at the Group of Twenty (G20) meeting in the United States, where he reportedly expressed the necessity to end the war in Ukraine.

In July alone, Ukraine carried out at least 30 attacks on Russian oil refineries and oil tankers. Analysts quoted by Bloomberg roughly estimated that Russian crude oil refining volumes dropped to about 3.6 million barrels per day – the lowest figure since May 2002.
Due to these disruptions, long lines formed at Russian gas stations, fuel shortages appeared across the country, and Moscow had to impose a fuel export ban.
The fuel crisis in Russia arose at a time when energy prices worldwide sharply increased, a surge fueled by the US-Iran conflict, which led to the closure of the Strait of Hormuz – an important maritime route for global oil trade.
