„Scope Ratings“ experts identify Lithuania’s credit rating strengths as a resilient and increasingly diversified economy, strong public finances, and a robust institutional system.

According to the agency, effective policy-making in Lithuania is ensured by membership in the eurozone, which provides a solid foundation for fiscal and economic policy.

Analysts state that the country’s membership in the European Union and NATO is a reliable measure reducing external security risks under the current heightened geopolitical tensions.

At the same time, the credit rating agency notes that due to strong economic growth and increased macroeconomic resilience in recent years, Lithuania is rapidly approaching the eurozone income level.

„Scope Ratings“ states that consistent responsible fiscal policy practice has resulted in Lithuania’s government sector debt being one of the lowest in the eurozone, amounting to 39.5% of GDP at the end of 2025.

According to the agency’s experts, the greatest risks to Lithuania’s credit rating are sensitivity to external shocks, unfavorable demographic trends, and high defense expenditures.

According to Finance Minister Taurimas Valys, positive assessments from international credit rating agencies for Lithuania show that the country is capable of ensuring economic growth and responsibly managing public finances.

“This strengthens investors’ confidence in our country, but also reminds us that we must continue to adhere to responsible public finance management principles, even while increasing investments in national security,” the minister is quoted as saying in the statement.

At the end of May, another international credit rating agency, „S&P Global Ratings“, maintained Lithuania’s previously assigned long-term borrowing rating – „A“ with a stable outlook.

Meanwhile, in April, the agency „Fitch Ratings“, positively assessing Lithuania’s economic situation, raised the country’s borrowing rating from „A“ to „A+“ with a stable outlook after a six-year break.

Additionally, in spring, the international credit rating agency „Moody’s Investment Service“ once again confirmed Lithuania’s previously assigned „A2“ long-term borrowing rating and maintained a stable outlook.

In April, „Morningstar DBRS“ also confirmed Lithuania’s „A (high)“ long-term borrowing rating with a stable outlook.
