In a separate statement that did not mention M. Abbas, the U.S. State Department indicated that it will not issue visas to members of the Palestine Liberation Organization (PLO) and Palestinian Authority (PA) officials “due to their failure to implement reforms, contrary to their commitments to the United States, and because of their ongoing activities that harm the prospects for peace.”
