The Lithuanian Prison Service intensively uses ankle bracelets (electronic monitoring devices with a global positioning system (GPS)), which provide convicts the opportunity to demonstrate progress through their behavior before returning to society. However, there are cases where attempts are made to evade movement control, which leads to legal consequences.

In all cases, when a bracelet violation is detected or the signal is lost, observers receive a notification to which immediate response is made: officers of the Lithuanian Prison Service or police go to the device’s location and investigate the reasons for the violation or conduct a search.
When a violation is detected, convicts are detained, returned to prison, and pre-trial investigations are initiated under Article 242 of the Criminal Code of the Republic of Lithuania “Avoidance of arrest, imprisonment, or return to a place of detention” and Article 187 “Destruction or damage of property,” if the bracelet is damaged or lost.
Here are some examples from criminal cases concluded in 2025, where convicts who had the opportunity for short-term outings from prison with bracelets were required to return to the correctional facility at a set time but failed to do so and damaged the bracelets:

Convict A. P. was sentenced to 1 year of imprisonment for not returning to prison and damaging the bracelet. He was recognized as a recidivist, and 1,618 EUR in damages for the damaged property was also awarded to the Lithuanian Prison Service from him.
Convict K. T. was sentenced to 9 months of imprisonment for not returning to prison and damaging the bracelet. He was recognized as a recidivist, and 1,250 EUR in damages for the damaged property was also awarded to the Lithuanian Prison Service from him.
Convict J. J. was sentenced to 1 year and 5 months of imprisonment for not returning to prison and damaging the bracelet, and 1,250 EUR in damages for the damaged property was also awarded to the Lithuanian Prison Service.
