M. Morawiecki’s faction, called “Rozwoj Plus” (R+, “Development Plus”), can now directly compete with the party “Law and Justice” (PiS), which governed the country while he served as prime minister from 2017 to 2023.

This move also raises the threat of even greater fragmentation within the broader Polish right-wing spectrum, which includes parties ranging from moderate conservatives to ultranationalists, preparing to challenge the centrist prime minister Donald Tusk-led ruling coalition in the 2027 elections.
“All of us together – 40 members of parliament and one senator – have decided to establish a parliamentary faction. It will become a platform for the activities of the ‘Rozwoj Plus’ association,” M. Morawiecki said at a press conference in the Polish parliament.
“We want to take the initiative and start an offensive against the very bad government of Donald Tusk,” he said.
“As a parliamentary faction, we want to draw the attention of Poles to the mistakes, violations, and frauds committed by this government, as well as to the development opportunities it has missed,” added M. Morawiecki, quoted by the news agency PAP.
Competing visions
This statement clearly shows major disagreements within the PiS party regarding its political strategy.
M. Morawiecki and his allies from “Rozwoj Plus” argue that PiS should reconcile its traditional conservative base with a more moderate, growth-promoting economic program that would attract younger voters and entrepreneurs.

However, others insist that the party must maintain a stricter rhetoric and strategy to not concede ground to groups leaning further to the right.
At the center of this second camp is ultraconservative Przemyslaw Czarnek, a longtime ally of PiS leader Jaroslaw Kaczynski and the party’s preferred candidate for prime minister.
The PiS political committee decided on Tuesday that disciplinary proceedings must be initiated against M. Morawiecki and his allies after they failed to comply with the ultimatum to sever ties with external political organizations, including “Rozwoj Plus,” and to sign loyalty commitments to the “Law and Justice” party.
Despite previous statements from PiS leadership, these individuals have not been officially expelled from the party ranks.
“Recently (within PiS) we have witnessed some very strange games that are completely unnecessary,” M. Morawiecki said, adding: “We want to move forward, we want to look to the future.”
