According to it, the amendments would weaken the regulation of building usage.

“Allowing agricultural production activities regardless of the building or room designation would create conditions to deviate from the main decisions set in territorial planning documents, to carry out activities in buildings or rooms not adapted for that purpose, thus weakening the importance of the principle of using buildings according to their designation and not ensuring the compatibility of these areas,” the ministry states.

The Construction Law amendments prepared by the members of the Seimas would allow the use of premises for agricultural production not according to their designation, but animal breeding would not be allowed there.

It is also proposed to ensure that in such cases the business would not harm the co-owners of the premises and real estate, the living environment, or violate the living conditions of other persons.

According to the initiators, exceptions are most needed for farmers, small and medium-sized farmers, bread bakers, and meat smokehouses.

Meanwhile, the ministry criticizes them for not establishing objective criteria on whether the activity would violate the lives of other persons and which institution would assess that activity.

The conclusion must be approved by the Government, after which it will be submitted to the Seimas.
