“We have discussed with the Estonian Minister of the Interior and will look for some opportunities at the meeting in November, but there are calculations that if we could at least physically slow down 10 percent of Russia’s shadow fleet, Russia’s losses would be at least 100 million dollars in revenue,” M. Katelynas said on the “LRT forum” program on Monday.
“That also hurts, lost revenues in the war economy, revenues received late, delayed money, they cause an effect. (…) It would take at least 10 percent longer, not 100 days, but 110 days, automatically that is a loss for Russia. We have to look for creative ways to show that we will have some response to the hybrid threats posed,” he said.
According to M. Katelynas, by slowing down the so-called Russian shadow fleet, Moscow would suffer losses militarily, economically, and politically.
As BNS wrote, at the end of August, after meeting with the Ukrainian ambassador to Lithuania, Prime Minister Mindaugas Sinkevičius noted that Lithuania supports stricter sanctions against Russia, their enforcement control, and joint efforts to prevent sanctions evasion, including the activities of the shadow fleet.

The European Union adopted the 21st sanctions package in the summer, further tightening measures against the Russian shadow fleet – sanctions were applied to another 41 ships, bringing the total number to 692, expanding sanctioning criteria – an additional possibility to sanction ships providing fuel supply and ship-to-ship cargo services was included, and a requirement to report the sale of liquefied natural gas tankers was established.
BNS reported that the shadow Russian fleet usually consists of old, poor-condition ships avoiding international safety and environmental requirements, often unregistered. They do not disclose exact location data and conduct risky operations at sea.
An EU investigation shows that the Russian shadow fleet has become the main tool allowing the country to continue oil exports through the Baltic Sea despite sanctions imposed by Western countries.
