U.S. President Donald Trump signed a bill on Friday introducing new sanctions aimed at pressuring Russia over its war in Ukraine. Congress approved the bill after several months of delay.

The legislation named after the late U.S. Senator Lindsey Graham targets Russia’s energy and defense sectors, as well as V. Putin and other high-ranking officials.

“Even across the ocean, they only hear the language of direct military deterrence, and that is exactly the language we should respond with to Russophobic atrocities such as the law of the deceased terrorist Graham,” D. Medvedev, now serving as Deputy Chairman of Russia’s Security Council, said on the Telegram platform.

Since 2022, when Moscow launched a large-scale offensive against Ukraine, Russian officials, including V. Putin, have called Ukraine and its supporters “terrorists.” Kyiv rejects this as unfounded wartime propaganda.

D. Medvedev served as Russia’s head of state from 2008 to 2012 under an agreement that allowed then-Prime Minister V. Putin to bypass presidential term limits.

61-year-old D. Medvedev regularly attacks Ukraine and the West on social media, and his critics say these tirades are attempts to maintain political relevance, while others believe they reflect the mindset of high-ranking Russian officials.

Last year, D. Trump ordered the relocation of two nuclear submarines after D. Medvedev hinted at Moscow’s semi-automatic nuclear weapons control system “Dead Hand” in a Telegram post.
