Important message for young families: will be able to apply for state housing support

Young families will be able to submit applications from 9:00 AM on September 14, 2026, until 12:00 PM on September 18, 2026. About 6 million euros are allocated for issuing certificates confirming young families’ right to financial incentives.

“The first home for a young family is not only a roof over their heads but also a sense of security, the opportunity to build a life together, raise children, and plan for the future. The settlement of young families in the regions is an important state priority, so we aim to help them take this important step more firmly and build their future there,” says the Minister of Social Security and Labour, Inga Ruginienė.

The right to financial incentives is granted to young families who meet all of the following requirements:

1. At the time of application submission, they meet the definition of a young family (except in cases where applying for an additional subsidy upon the birth of a third child – during the application for the additional subsidy, each spouse or a single parent raising a child (children) must be up to 40 years old (inclusive).

A young family is considered to be both spouses, a couple in a registered partnership, or a single father or mother raising a child (children) who is up to 36 years old.

2. They do not own residential property, except in cases where the useful area of the dwelling per person does not exceed 14 square meters or if the dwelling is more than 60% depreciated.

3. They purchase a dwelling whose value (according to the value determined by an independent property appraiser and the price stated in the notarized purchase-sale agreement) does not exceed 120,000 euros and which is located in a financed part of Lithuania. 4. They have declared assets in accordance with the procedure established by the Law on Declaration of Assets of Residents of the Republic of Lithuania (income and asset value of the young family are not evaluated).

5. They have not previously used financial incentives under the Law on Financial Incentives for Young Families Purchasing Their First Home and support for housing acquisition under the Law on Support for Housing Acquisition or Rental.

The following subsidies are offered to young families:

  • families with no children or raising 1 child – 10%.
  • families raising 2 children – 12.5%.
  • families raising 3 or more children – 15%.

The housing loan amount on which the subsidy granted to the young family is calculated cannot exceed 87 thousand euros.

Main steps in granting the subsidy:

1. A young family meeting the above requirements submits an application to the municipality where they plan to purchase housing during the period specified in the invitation. Applications can be submitted directly in writing by visiting the municipal administration, sent by registered mail, or electronically: through the Social Family Support Information System (SPIS) or by email if there are no technical possibilities to submit applications electronically via SPIS. When submitting an application by email, it must be signed with a qualified electronic signature. All applications submitted during the invitation period are registered in SPIS.

2. After the invitation period ends, applications are ranked in SPIS and evaluated by municipalities.

Financial incentives are provided in order of priority and by ranking applications according to the following priorities:

1) the amount of municipal financial support (applications are first considered where municipal support is the highest; for information on the possibility of receiving municipal financial support, one should contact the administration of the municipality where the housing is planned to be purchased) and/or

2) if the first home being purchased is located in a priority development area published on the municipality administration’s website.

3. If the family meets the criteria, the municipality issues a certificate confirming the right to financial incentives.

4. Upon receiving the certificate, the young family must contact the chosen credit institution and activate the received certificate within 15 calendar days.

5. The credit institution makes a decision on granting the loan within 4 months from the date of certificate activation in SPIS, and if the loan is granted, a credit agreement is signed.

6. The Ministry of Social Security and Labour transfers the subsidy for the young family to the credit institution no later than within 4 months.

Obligations of young families upon receiving financial incentives:

All members of the young family must declare their residence at the acquired first home within 6 months from the acquisition of ownership for a period of no less than 5 years from the date of ownership acquisition.

If within the first 5 years from the acquisition of the first home the ownership rights are transferred to another person, the subsidy must be returned to the state budget, except in cases specified in the Law on Financial Incentives for Young Families Purchasing Their First Home.
