The Vilnius City Development Committee approved the municipality’s guarantee on Monday; the decision still needs to be approved by the capital’s council. Its meeting is scheduled for Wednesday.

As stated by the head of the municipality’s infrastructure group, Ilja Karužis, the loan is granted to improve the operation of surface wastewater management infrastructure during heavy rains in some problematic areas.
“The purpose of the loan is to finance surface wastewater management infrastructure according to the first phase of the 2026-2030 ‘Grinda’ approved plan. Negotiations with banks for project financing were completed in June, and it was decided to first coordinate terms with the Nordic Investment Bank. The investments are intended for the renewal of worn-out existing infrastructure and the construction of new infrastructure to ensure uninterrupted operation,” Karužis stated in the committee.
According to him, according to the special plan prepared by ‘Grinda’ and the municipality’s infrastructure group, projects worth €81.6 million are planned to be implemented by 2030, with €53.5 million planned for the first two years, of which NIB will lend up to €36 million, and the remaining part will be financed by ‘Grinda’ with its own funds.

Meanwhile, negotiations with other banks are currently underway for financing the second phase of projects.
As indicated by the municipality’s representative, the prepared plan foresees the implementation of 15 surface wastewater development and 22 repair projects.
“The projects are arranged starting from the most problematic. (…) The order is determined by the severity of the problems and how long these problems have existed; development projects are where flooding occurs because there is no network at all, and reconstruction is where existing networks are worn out, broken, or have insufficient capacity,” explained I. Karužis.
