The permit is issued on the digital platform “QazETA”.
In the first stage, which will last until November 1, foreigners will be allowed to enter Kazakhstan freely, but they will be warned that for the next trip they will need to arrange an electronic document.

From November 1, the permit will become mandatory for those arriving by plane. From November 15, it will be required at vehicle checkpoints on the border with China, Turkmenistan, and Uzbekistan, and from November 30 – at the border with Russia and Kyrgyzstan.
From December 15, the new rules will begin to be applied at railway and sea crossing points.
The application must be submitted 3 days in advance
The application for the permit must be submitted at least 72 hours before the trip. It is issued for a period of 180 calendar days and allows multiple visits to Kazakhstan during this time.
The cost of the permit, when applying in advance, is about 3900 tenge (about 7.5 euros), and when arranging the document at the border checkpoint – about 7800 tenge (almost 15 euros).
The Ministry of Internal Affairs of Kazakhstan announced plans to introduce a fee for foreigners arriving visa-free at the beginning of August, but did not provide details at that time.
Important regarding possible mobilization in Russia

Rumors about this have already led to an increase in the number of Russians leaving through the land border with Georgia – another popular relocation destination. Armenia also reported readiness to accept Russians fleeing mobilization. The Russian Foreign Ministry responded by accusing the republic of “provocation” and “encouraging hostile actions”.
