This version about the causes of heavy rain on September 1st was raised in a “Facebook” group. Two photos were posted here, showing a tall white structure with a spherical top photographed from different locations.
Next to it was explained: “Meteorological tower – but if the real name were true: a mini HAARP system, (it is believed), located in Laukuva, just now heavy rains were intensified in that place (speech uncorrected – editor’s note).”
Similar comments poured in under the post. One commenter quoted information provided by artificial intelligence, claiming that the radar works on a similar principle as mobile communication or microwave ovens (sending short pulses of non-ionizing radiation), and emotionally asked if it was radioactive radiation. Moreover, she compared meteorological radars with military radars, whose data are needed not only by the military but also by aviation and civil protection.
“It is clear to everyone that this ’round tower’ is nothing else but a 5G-HAARP-chemtrail coordinator. You probably noticed that as soon as it starts to rotate, the sky immediately pours with chemicals, and cows in the village stop giving milk?
They tell us ‘weather radar’, ‘precipitation measurement’. Since when is rain measured by such space devices? This is pure psychotronic weaponry designed to control our minds and cause artificial rains <…>,” explained another.
Similar posts about HAARP, sometimes not even linking them to specific weather phenomena, have appeared on “Facebook” several times in recent years.
“So that you know why strange images appear in the sky, sudden hurricanes, heatwaves, floods, fires. These are HAARP technologies that modify the weather (for a long time).
P.S. By the way, Lithuania has signed a contract for weather experiments in Lithuania,” wrote one internet user in 2023 under a video showing the alleged effect of this technology.
Another internet user commented two years ago under photos of unusual clouds: “HAARP emits a very powerful radio wave radiation technology that raises ionospheric regions by focusing the beam and heating those areas.
Then electromagnetic waves bounce off the earth and penetrate everything living and non-living (speech uncorrected – editor’s note).”
Already this spring, one “Facebook” user claimed that huge forest fires are not caused by climate change but by HAARP. Another linked this project not only to cataclysms plaguing the planet (according to him, “unexpected” earthquakes, hurricanes, and volcanic eruptions, for example, the tsunami that caused the accident at the Fukushima nuclear power plant) but also to mass bird deaths and the deaths of some other animals.
As proof, he presented the fact that in 1997, when the first HAARP device began operating in Alaska, extreme weather events allegedly increased sharply, such as earthquakes, volcanic eruptions, hurricanes, and floods.
Rains more often than elsewhere
This year’s September 1st was not the only time when Laukuva stood out with very heavy precipitation. It was also the case, for example, on the night of August 18-19, 2024, when this town in the Šilalė district was hit by a flash flood.
It rained in many places that night, in Western and Southern Lithuania – even with thunder, but in Laukuva, 74.6 mm of precipitation fell in half a day (83% of the monthly norm).
It has been calculated that the average duration of blizzards (per year) here is about twice as long as the average in Lithuania. The same can be said about freezing rain.
Meteorologists have an explanation for this – it turns out this area is unique in our country. In April 2022, a post on the “Meteo LT” Facebook page described Laukuva as a town in Lithuania’s “Alps”.
On February 1, 1924, a meteorological station (MS) was established here. This place in the western part of the Samogitian Highlands was chosen for a reason – it is a kind of mountain meteorological station, of course, by Lithuanian standards.
The post states: “In the surroundings of Laukuva MS, the average air temperature is almost always slightly lower, and on a very warm day, the maximum air temperature is 2-3 degrees lower than in nearby lowland meteorological stations.
Based on the 1991-2020 average, a lot of precipitation falls in Laukuva – even 789 mm or 13.5% more than the average in Lithuania (695 mm).

In autumn, the first snow falls a little earlier and a stable snow cover forms, while in spring, conversely, it lasts a little longer. So, simply put, winter stays here longer. The fact of longer winters and heavier precipitation is also evidenced by the record for the thickest snow cover in Lithuania recorded in Laukuva – in March 1931, it was measured at 94 cm.
Laukuva is located on the windward side of the Samogitian Highlands, so due to the relatively high altitude above sea level and the relatively short distance to the Baltic Sea itself, some of the strongest winds in our country blow there. According to “Meteo LT”, the average annual wind speed is not much lower than the values measured on the coast.
Precisely because of heavier precipitation, colder and longer winters, and strong winds, blizzards are most often recorded in the Laukuva MS surroundings from all over Lithuania. It has been calculated that the average duration of blizzards (per year) here is about twice as long as the average in Lithuania. The same can be said about freezing rain.
“Moreover, fogs most often form in the Laukuva surroundings, which dissipate the longest here. After this fact, it may sound a bit paradoxical, but in the Laukuva MS surroundings (as well as on the coast), the fewest cloudy days (per year) are recorded on average in Lithuania.
Adding all these factors, an interesting conclusion was reached – the Laukuva surroundings have the highest accident index in our country. Real Lithuanian ‘mountains’,” meteorologists summarized.

Called even a weapon of mass destruction
Quoted posts repeat a popular conspiracy theory – that HAARP is used to change the weather, cause natural disasters and extreme phenomena, even affect human consciousness. It was born from the myth that various extreme weather phenomena (tornadoes, storms, heavy snow, etc.) are deliberately created using geoengineering.
HAARP is the English abbreviation for the High-Frequency Active Auroral Research Program.
This program is an attempt by scientists worldwide to study the properties and behavior of the ionosphere (the upper atmospheric layer located 50-965 km above the Earth’s surface).

Research is conducted from the Gakona area in Alaska. This research site was created by the US military in the 1980s. Since 2015, it has been managed by the University of Alaska Fairbanks. The program is funded by the military, the university, and the US government.
It operates the world’s most powerful high-frequency transmitter, which can be used to temporarily excite a limited ionospheric region. Observation should help scientists better understand processes that constantly occur naturally stimulated by the Sun.

By analyzing how radio waves interact with electrons in the ionosphere, HAARP scientists can study phenomena such as the northern lights. A couple of years ago, when very bright northern lights were visible in Lithuania and many other countries, some internet users claimed the opposite – that they were actually created by this transmitter.

The program was also linked to the earthquakes that shook Turkey in 2023, Hurricane Milton that devastated the southeastern US two years ago, huge floods in Valencia (Spain) and Dubai (UAE).

HAARP and previously mentioned alongside various disasters, such as the 2010 earthquakes in Haiti and Chile, the 2011 earthquake and tsunami in Japan.
It has been unjustly blamed for huge forest fires and floods. This program is not a weapon of mass destruction – this conspiracy theory has been debunked by the fact-checking website “AfricaCheck”.
