The court recognized that the aforementioned technical supervisors and the company they represent received more than 16 thousand euros as a bribe from four construction contractors.

The pre-trial investigation in this case was conducted by officers of the Special Investigation Service (STT), and the investigation was led and the state prosecution in court was maintained by Dalia Markauskienė, prosecutor of the Organized Crime and Corruption Investigation Division of the Panevėžys District Prosecutor’s Office.
During the investigation, it was established that the shareholder and then director V.S. of the private limited company (UAB) “Panevėžio miestprojektas” and the employee S.G. of this company, acting as technical supervisors of the construction, agreed in 2019–2022 to accept and accepted bribes from four construction companies. These bribes were disguised as service contracts under which no actual services were provided to the construction companies.
It was established that the bribes to these two persons equivalent to public officials were paid to ensure that the actions of the technical supervisors were carried out promptly, without delaying the verification of documents, signing of acts, and acceptance of works.
It was established that four construction companies paid 16,500 euros to the legal entities represented by V.S. and S.G. The heads of three companies, having admitted to paying bribes and testified during the pre-trial investigation, were exempted from criminal liability. Charges of bribery were brought against E.Z., the head of the fourth private limited company “Svalex,” who did not admit guilt, and the legal entity he represents. It was established that in 2019–2021 this company paid more than 7.6 thousand euros as a bribe to the legal entities represented by the accused technical supervision specialists.
The Panevėžys District Court, having examined this criminal case, on September 9 of this year found V.S., S.G., and UAB “Panevėžio miestprojektas” guilty of bribery acting in a group of accomplices, and E.Z. and UAB “Svalex” guilty of bribery.
The court sentenced V.S. and S.G. to similar prison terms of 2 years and 6 months, partially suspending their execution – the convicts will have to serve 6 months of the imposed prison sentence in reality, and the execution of the remaining 2 years of imprisonment is suspended for 3 years.
Both convicts were subjected to criminal sanctions – the right to work for 3 years as heads of technical supervision of construction, heads of special construction works technical supervision, to be appointed as technical supervisors of construction, or otherwise engage in technical supervision activities of construction was revoked. Each of them must also pay 8,250 euros to the Victims of Crime Fund within 2 years.
The court imposed a fine of 10,000 euros on E.Z. The legal entity UAB “Panevėžio miestprojektas” was fined 25,000 euros, and UAB “Svalex” was fined 12,500 euros.
The verdict of the Panevėžys District Court may be appealed to the Lithuanian Court of Appeal within 20 days from its announcement.
