About the planned paid parking near the shopping center at Šilutės plentas 62, where the “Mere” store operated, the news portal VE.lt wrote a month ago. “ParkOK” signs were installed in the lot, informing about the upcoming paid car parking.
However, a Klaipėda resident who complained to the city municipality pointed out that according to publicly available data from the Register Center, this land plot was formed only behind the commercial building, and the parking lot falls on unformed state land.
The municipality began to investigate whether a private company can organize paid car parking in such a territory at all.
Questions arose about the status of the lot
The situation seemed not so simple to the municipality specialists. They are investigating not only who has the right to operate the lot but also how it was registered in the Real Estate Register as an engineering structure, although the territory where it is located belongs to the state.
Darius Krasnauskas, a representative of the company “Menesa” managing the shopping center building, previously stated that the lot is registered as an engineering structure and belongs to the company.

“Everything is legal. The lot is registered as an engineering structure and belongs to us. It has a unique number. The fact that the land plot is not formed does not mean that we cannot operate the lot,” D. Krasnauskas said at the time.
He also explained that the territory is maintained with the company’s funds, and a lot of money has already been invested in the lot.
Meanwhile, Adomas Rimkevičius, a representative of the company “CityPro” implementing the paid parking system, said that “ParkOK” in this case acts only as a technical system administrator, and the lot’s client allegedly has all the necessary documents.
However, according to ve.lt, the municipality even contacted law enforcement agencies to clarify the situation regarding the lot.
The municipality demanded to stop charging
While the municipality specialists clarify the legal status of the lot and the basis for its use, the introduction of paid parking has been suspended.
The municipality has written to both the owner of the shopping center building and the company that installed the parking system. The letter states that the current actions may be potentially illegal, so it demanded to stop the process of charging for the lot.
The municipality specialists continue to investigate how and on what basis the lot was registered as an engineering structure and what rights were granted to its owner to use the territory located on state land.
Although special equipment is already installed in the lot, until this legal puzzle is resolved, plans to collect fees from drivers for parking remain suspended. The road signs indicating paid parking are currently covered with black film.
