The Perm oil refinery ranks seventh in Russia in terms of processed oil volume. According to sources, the main CDU-4 unit, which accounts for almost 40% of the plant’s capacity, was shut down on August 21. Its capacity is 14 thousand tons of oil per day.

Preliminary estimates suggest that repairs may take from one to two weeks. Agency sources also added that another important oil refining unit, CDU-5, which accounts for 34% of the plant’s capacity, has been out of operation since July 29 due to another attack.
The agency noted that the plant also has two other crude oil distillation units – CDU-1 and CDU-2. Each accounts for 14% of the plant’s capacity.
Journalists added that the Perm oil refinery is located 1,460 km northeast of Moscow. In 2024, it processed approximately 12.6 million tons, or 252 thousand barrels, of oil per day. The plant produced 2 million tons of gasoline, 5.3 million tons of diesel, 200 thousand tons of fuel oil, and 700 thousand tons of petroleum coke.
Attack on the Perm oil refinery
We remind that on August 21, drones attacked Perm in Russia. Specifically, a strike was reported on the Lukoil-Permnefteorgsintez oil refinery. Local media and Telegram channels published videos featuring sirens wailing in the city and sounds of explosions.

Soon videos appeared showing a huge column of smoke. OSINT analysts reported that one of Russia’s most important oil refineries – Lukoil-Permnefteorgsintez (PNOS) – was hit.
Ukrainian President Volodymyr Zelensky confirmed that on the night of August 21, Ukrainian drones struck the oil refinery in Perm, Russia, located more than 1,600 kilometers from the border.
The Lukoil-Permnefteorgsintez oil refinery has been attacked by drones multiple times. Notably, after the attack on May 7, six out of ten of the plant’s fuel tanks were completely destroyed.
