The opposition Seimas factions of conservatives and liberals appealed to the Constitutional Court, asking to clarify whether the ruling majority violated the Constitution by registering the Government program before the Cabinet of Ministers was appointed.

In their opinion, the provisions of the Government program can be prepared and coordinated before the Government composition is confirmed, but as a specific Government program, they can be officially submitted and considered only when there already exists a Government formed by the Prime Minister who adopts them as the basis of their activity and confirmed by the President.
