H. Pevkur earlier this month announced his resignation due to turmoil in the administration of the Ministry of Defense. He resigned over Estonia’s attempt to supply Ukraine with large-caliber artillery shells using profits from frozen Russian assets, which got stuck in a legal dispute.

Meanwhile, A. Sutt said he made the decision to step down ahead of the parliamentary elections next March, in which he decided not to participate.
