The service warned that there is a high likelihood that Russian intelligence agencies, taking advantage of the Russian State Duma elections and forced “early voting” in temporarily occupied territories of Ukraine, will carry out large-scale provocations and terrorist acts in order to “justify repressive policies towards the local population and the need to hold another wave of mobilization in the Russian Federation.”
“The main goal of the Kremlin is to disrupt the US-mediated peace talks by artificially increasing tension, discrediting Ukraine, and demonstrating to Western partners the alleged “pointlessness” of the diplomatic path,” emphasized the Ukrainian intelligence, whose statement is quoted by the media.
The use of bloody provocations during election campaigns or “events sacred to the Russian leadership” is a decades-long practice of Russian authorities, the intelligence notes.

“Traditionally, the Kremlin uses these measures to exert psychological pressure, legitimize the occupied territories, and create pretexts justifying further escalation or repression,” the statement noted.
