According to him, the municipality aims to maintain a board formation model based on competencies and independence.
“Board members must act in the interests of the entire company, objectively supervise its activities, and at the same time ensure the competencies necessary for the organization. (…) When evaluating the new regulation, practical questions also arise regarding the selection criteria for employee representatives, their independence, and the management of potential conflicts of interest,” A. Bužinskas said in a comment to BNS.
He emphasized that the opinion of employees in company management is important, but it can be heard in other ways as well.

“This does not mean that the opinion of employees in company management is not important. On the contrary, employees must be regularly involved in considering strategic and organizational changes, and their position must be heard in the boards. Employee councils, trade unions, consultations, and other engagement methods can be used for this. Employee involvement does not necessarily have to mean a permanent place on a limited composition board,” explained A. Bužinskas.
The LRT portal was the first to report on this.
The “ID Vilnius” board started work in March 2024, the VVK and “City Threads” boards in the summer of 2023, “Grinda” and VVT in May 2023. All are appointed for a four-year term, with 5 people working on each.
Amendments to the Labor Code adopted in June this year allow employee representatives to work on the boards of state and municipal companies.
